Don: It can either be the slot mfg. or the casino in the case of large progressives. For instance, Mega and Wheel are paid out by the
slot mfgs,therefore, the payouts are set at the factory and they are very closed-mouthed about percentages.

The progressives that are placed by the casino (read: proprietary--their own design, usually with their own name on it) are set by the casino when placing an order with the slot mfg.

I suggest that you play progressives with winnings because overall, the average payouts are lower than basic slots--as low as 80%. Gayle.
